Unfortunately I don’t have any special tool. That waveform was snipped out of a datasheet and then I used OneNote to annotate. In my notebook, I also will pull screen captures from a scope and do a similar thing but I don’t have a special tool that does it. I have hand-drawn waveforms as well on my iPad with a stylus.
